Holding out for a hero
When a player (a drafted rookie, for example) does not have a signed contract, he is under no obligation to report to camp. When a player does in fact have a contract, one that he has signed, he does have a legal obligation to report. It's unfair to use the same term -- "holdout" -- to refer to these dissimilar circumstances.
